Outside the CBD, materials on a footway for less than 48 hours need no approval; inside it there is no such allowance, and 1.8 metres of footpath must stay clear against 1.2 metres in residential areas. Scaffolding or hoarding on the Queen Street Mall needs the same mall permit as the Valley Malls.
