What spalling and exposed reinforcement in Brisbane actually involves
Rust takes up more room than the steel it formed from, and the pressure eventually breaks the concrete cover away. Once the cover is gone, water reaches the steel more easily and the process speeds up.
Getting to it: footpaths, roads and work zones
Scaffold, hoarding, a skip bin or stored materials on a Brisbane footpath need Council approval, and some of them need a separate permit: hoarding and gantry among them. Outside the CBD and off a state-controlled main road, materials on a footway for less than 48 hours need no approval; inside the CBD there is no such allowance, and 1.8 metres of footpath must stay clear against 1.2 metres in residential areas. Allow 20 days for an outcome. The application fee and the weekly per-square-metre charge depend on the fee zone of the property, and the permit carries a five-week minimum; the checker on the costs page lists each figure with its source.

Lane closures, work zones and working hours
Moving a crane in or out, or closing a lane around the building, needs a temporary lane or road closure assessment at least 20 full working days ahead, and the Queensland Police Service must then approve the closure itself. A construction work zone at the kerb, which is reserved space for loading and unloading, has its own assessment, installation and monthly per-metre charges, listed in the checker.
Working hours
Breaking out concrete is noisy work, and Brisbane City Council's two pages on it word Saturday public holidays differently. Its Noise restrictions and complaints page says no audible noise is allowed at an affected building between 6.30pm and 6.30am Monday to Saturday, or at any time on a Sunday or a public holiday other than a Saturday one. Its Out of hours construction approval page instead gives the allowed hours as 6.30am to 6.30pm Monday to Saturday, excluding public holidays. Both are shown because the two Council pages do not agree with each other. Concrete cutting must be done during the day, and high-noise work is not permitted between 10pm and 6.30am at all.
Where concrete is falling from overhead, treat it as urgent and keep people out from under it. Ask the provider whether the permit and its fee are already in the quote.
