Owner-builders
An owner-builder permit is a separate matter, and does not apply to a single unit in a block regardless: QBCC says an owner-builder cannot build or renovate multiple dwellings, including a single unit in a unit block, and needs the permit, approved before work starts, for any project valued at more than A$11,000.

Getting building approval
A private building certifier, not the Council, is the assessment manager for a building work application in Brisbane; the Council acts only as a referral agency. Not every repair needs approval, since the Building Regulation 2021 exempts one that does not change the building's floor area or height and does not affect a structural component other than a minor one, but the home owner stays responsible either way for meeting the applicable standards.
