Concrete Cancer Repair around Fortitude Valley

The Valley Malls are the Brunswick Street Mall and Chinatown Mall. Erecting scaffolding or hoarding there, facade or awning repair included, needs a Council permit, with a A$366.80 application fee, a A$30.40 per square metre per week permit fee, and a public liability certificate of currency for A$20 million.

A three-storey block of flats built from November 1940, described at the time as having reinforced concrete balconies, is on the Council's Local Heritage Places register; the same pre-1972 plans gap and heritage approval steps as New Farm apply to it.

A stretch of footpath beside the kerb marked off with temporary mesh fencing and orange traffic cones in front of a brick flat building with scaffold on it — spalling and exposed reinforcement, Brisbane. Illustrative example.

Permits and Brisbane City Council rules

Whether a repair needs building approval is for a private building certifier to say: the Council is a referral agency, and the Building Regulation 2021 exempts a repair only where it does not change the building's floor area or height and does not affect a structural component other than a minor one. Scaffold or hoarding on a footpath needs a separate Council permit.
